Ex-Rwanda military officer David Kabuye rearrested after ending six-month jail term

Capt (Rtd) David Kabuye has been rearrested by the Rwanda National Police on fresh charges days after completing a six-month jail term for illegal possession of firearms.

Mr Kabuye, a former military officer who had been taken into custody in August last year, was rearrested this week on new charges of inciting public insurrections or trouble.

“Rwanda Police confirms that Rtd Capt David Kabuye is detained at Remera Police Station. Rtd Capt David Kabuye is being investigated for inciting insurrection or trouble amongst the population and defamation,” the police announced after days of speculations.

Reports had emerged earlier that the retired officer, who took part in the liberation struggle, had been rearrested after completing the half-year sentence he was handed last December but neither his embattled wife Rose Kabuye, nor police would confirm the development.

Mr Kabuye was sentenced by the Kacyiru Primary Court in absentia. He had been arrested alongside Brig Gen (Rtd) Frank Rusagara and Col Tom Byabagamba in crackdown targeting ‘misbehaving’ former soldiers and members of the ruling Rwanda Patriotic Front (RPF).

He was however charged in a civilian court while Brig Gen (Rtd) Rusagara and his co-accused Col Byabagamba and Sgt (Rtd) Francois Kabayiza are being tried by a military court.

On Monday, the trio were denied bail by the Military High Court on grounds that their lawyers did not provide enough evidence that their clients would not tamper with investigations or jump bail if released.

Mr Kabuye is now set to face similar charges with the trio. There are no details yet of when and where he committed the alleged crimes.

Sources however indicate that Mr Kabuye is linked to senior officers and ‘disgruntled cadres’ speaking up against the government.

The beleaguered Kabuye, who along with his wife were part of the Rwanda Patriotic Army liberation struggle and was a long time senior civil servant were named among the individuals straying from the party line.

In the days that followed up to his initial arrest, his equally embattled wife Rose Kabuye, who also occupied several influential positions over the last 20 years, was among RPF cadres rapped during the RPF political bureau meeting for putting the party in disrepute. Ms Kabuye has since kept a low profile.

It is not yet clear whether his case will be linked to that of Brig Gen (Rtd) Rusagara and Col Tom Byabagamba. The duo are accused of inciting insurrections and tarnishing the image of the government and its leadership among other charges.

They will appear in court again on March 25.
