As President Yoweri Museveni embarks on a seventh elected term, the country finds itself confronting a defining historical moment. Few would dispute that Museveni’s tenure has been the most consequential in post-independence Uganda. Since taking power in January 1986, he has presided over the country’s longest uninterrupted period under a single leader.
