Africa’s place in the world will be shaped less by formal recognition than by the depth of authority organised within its states.
The issue is whether sovereignty has acquired administrative reach, fiscal depth, productive strength and institutional coherence to shape outcomes under pressure. Strategic sovereignty begins there. It appears when public authority aligns political ends with material means.
