Sovereignty is not a ceremony. It is the steady alignment of power, revenue, and law into routines that citizens can trust. A state that pays teachers on the same day each month, enforces contracts within a known time and cost, and keeps roads open through the rainy season has crossed from rhetoric to reality. Everything else is theatre.
Across Africa the challenge is not freedom but discipline. Political independence secured recognition, yet too often without the institutional substance that makes authority dependable. The work now is to convert authority into service and visibility into reliability.
