When President Samia Suluhu Hassan spoke to the Elders of Dar es Salaam on December 2, it had been a long silence from the Head of State about the events of October 29 and immediately after.

Official statements from the government were not giving the general population much hope about improving the situation, the main sticking point being that there was no hard acknowledgement of the violence and loss of life that resulted.
