The European Union (EU) says it is overhauling its humanitarian response to conflict and disaster zones such as Sudan, Somalia and the Democratic Republic of Congo, by prioritising the protection of vulnerable people while also emphasising long term solutions.

The new policy will see the bloc work more closely with local communities in implementing responses and helping recipients reduce aid dependency. It will also strengthen measures to protect humanitarian workers.
