There have always been doubts about whether the Congolese government and the M23 rebels would ever sit together at a table. Now these doubts could be dispelled if both sides show up in Angola on March 18 as they have promised.
But the bigger question is whether they can agree on an agenda. The M23, backed by Rwanda, have become Kinshasa’s biggest existential threat.
