A state cannot build democracy by intimidation

The arrest and prosecution of senior lawyer and former Kampala Lord Mayor Erias Lukwago this past week should concern every East African citizen who values constitutional governance, regardless of political affiliation.

This is not simply a dispute between the state and an opposition politician but a test of Uganda’s commitment to the rule of law, the independence of the legal profession, and the proper role of state institutions in a democratic society.
