Kenya’s new draft Finance Bill 2026 is proposing a raft of tax proposals that could yet prove controversial.

The proposed law published on April 30, 2026, says President William Ruto’s government targets $3.63 trillion in revenue for 2026/27 and a wider budget deficit of 5.3 percent of gross domestic product in the 2026/27 fiscal year (July to June), up from 4.7 percent in 2025/26.
