The Congolese government says it has secured an agreement with the Democratic Forces for the Liberation of Rwanda (FDLR), a rebel grouping comprised of Rwandan genocidaires Interahamwe, to disarm, demobilise and, ultimately, move into cantonement.
The deal, if implemented, would be presented as a significant breakthrough in a long-standing security issue that has poisoned relations between the Democratic Republic of the Congo and Rwanda for decades.
