Short-term legislative extensions and unpredictable eligibility criteria prevent the African Growth and Opportunity Act (Agoa) from offering true commercial certainty to sub-Saharan economies.

While the programme grants duty-free market access to thousands of African products, the structure of its extension creates significant risks for long-term investment, supply chains, and industrial planning, according to Oxford Economics Africa, a UK-based global economic advisory firm.
