The professionalisation of all aspects of life is advancing rapidly all over Africa and in Uganda it is almost complete. Take the example of national defence which was the duty of all able-bodied male citizens, until the advent of colonialism. Now all African countries have professional armies usually comprising about 0.1percent of the population, or less.
How about teaching children to grow into responsible, productive citizens? It was the family and the village to do that, but now people are trained for years to become teachers and the places where they teach the children are enterprises called schools.
