East Africa is drifting into a two-speed region on corruption control, with Rwanda continuing to pull ahead as neighbouring states struggle to arrest decline, according to Transparency International’s Corruption Perceptions Index 2025.

Rwanda retained its position as the region’s least corrupt country, scoring 58 out of 100 and ranking joint 41st globally alongside Botswana. The score marks Rwanda’s fourth consecutive year of improvement and a one-point rise from 2024. The scale runs from zero (highly corrupt) to 100 (very clean).
