Pass better laws

A law passed by the East African Legislative Assembly has reopened the debate on ivory trade, which, ironically, it was supposed to put to rest.
The EALA session in Kampala passed the EAC Tourism and Wildlife Management Bill, which is supposed to determine conservation measures, as well as promote other tourism-related activities.
In spite of this law, however, Tanzania is keen to sell its ivory stockpiles, a position it has maintained since the region’s governments banned trade in the commodity.
Needless to say, Dar’s position complicates the matter — not just because it negates the very purpose of this Bill to promote tourism, but besides, it undermines the authority and independence of the regional law-making body.
Uganda’s position on this matter is also disappointing; it says it does not care one way or the other.
The region should have laws that apply all the way, and this calls for support from all the East African Community member states.
